Financial Monitoring Assistant

Our client, a large public sector organisation, is looking to recruit a Monitoring Officer in the Carlisle area. The role will initially be a fixed term contract up to 31 March 2023. This role has the potential to be extended or made permanent, but this cannot be guaranteed.


You'll receive a salary of £21,147 p.a. working 37 hours per week, Monday to Friday. A hybrid working arrangement could be considered for the right candidate.

The Role

You'll assist in the collation and control of the financial monitoring and reporting information, ensuring proper accounting conventions are adhered to in the allocation of capital/revenue expenditure thereby contributing to the overall smooth operation of its delivery for the Capital Programme, Highways and Corporate Landlord function.

  • Measure and approve applications for payment against the National Schedule of Rates (NSR) for the Planned Preventative, Statutory & Reactive Maintenance contract ensuring that each is contained within their approved budget, investigate variations and take appropriate action to amend.
  • Monitor performance using financial information derived from corporate financial systems and reconciling to the Property Database (Atrium) & Highways Works Ordering System. (HIMS)
  • Under the direction of the Control Officer support the wider team through maintaining and providing accurate monthly monitoring controls for management purposes to enable budgets to be monitored effectively
  • Undertake evaluations of scheme and projects prepared within and on behalf of the Directorate to confirm compliance with business and quality standards
  • Assist in the allocation of formula capital to schools in accordance with Dfes formula, ensuring that funding is spent in accordance with the Asset Management Programme priorities and DfES rules, monitor spend both on individual school allocations and on the budget as a whole.

About you

  • Working towards AAT NVQ in Accounting or demonstrable experience
  • Familiarity with MS Outlook/Office Suite/MS NVQ, Property Database or similar systems
  • Budgetary or monitoring knowledge/experience
  • Capable of providing a sense of purpose and importance to the regular, systematic and accurate
  • collection and maintenance of project information
  • Ability to work in order to meet deadlines and meet audit requirements
  • Ability to resolve issues through own initiative or minimal supervision
  • Tactful, diplomatic and assertive in dealing with challenging situations
